I have eaten at the CG several times including last month.
While I love the food at the CG, it is not the place for a *quiet* meal. In my experience, it is extremely popular, and the tables are packed together. It also has an open kitchen, and huge glass window/walls that reflect the sound. It is a very noisy room. When we were last there, we had a table that shared a bench on one side with several other tables including 2 next to us that were very close.
Regarding your other question, last month we were able to check in, get one of those coaster/pager things and then walk out on the observation deck. There is a lounge area, but again, when they are busy you may need to wait to find a seat. A couple of years ago they converted a large portion of the lounge area to regular dining room to fit more dining customers.
