Welcome to DC! I'm not very familiar with the dining plan (I've never gotten a package that included dining), but if you are able to pick whatever restaurants you want, here are my favorites:
Le Cellier (Canada pavillion, Epcot)
Garden Grille (Character dining- Land pavillion, Epcot)
Crystal Palace for breakfast (Character buffet - MK)
Cinderella's Royal Table for breakfast (all you can eat with the princesses)
50's Prime Time Cafe (MGM)
Whispering Canyon Cafe (Wilderness Lodge)

If you are looking for a quick bite, don't miss The Earl of Sandwich at DtD (best sandwiches on Disney property!)and Cosmic Ray's at MK (yummy turkey wraps!)
