If it were me, I would stay at the All Stars.
If you are looking for "plush" accomidations, then All Stars is probably not for you. It is VERY fun and very relaxed and 100% Disney! We really enjoy all 3 All Stars resorts (in this order....#1 Movies, Toy Story section.....#2 Music, Calypso section.....#3 Sports, Surfs Up section.)
If you do decide to stay at all stars, opt for the preferred locations (only $10/night extra) and you will be much closer to the food court and bus stops. Just make sure to request a room that is NOT facing the pool (unless you like a lot of noise until midnight or so!!) and request a 2nd or 3rd floor room. The foot traffic on the 1st floor can be quite loud (especially early in the morning, when families are heading in to the parks).
All of the buildings at All Stars have elevators. Check out
www.wdwig.com and look at the resort maps. The sections furthest away from the main building (Melody Hall, Cinema Hall, etc.) can be quite a trek to make every morning and evening.
I can't give you any personal experience on the C.B.R, but there are a lot of people on Disney Central that have stayed there. I'm sure they'll be replying to you soon. There are also others who have done the Silver and Gold Dream Maker packages. Keep checking back over the next couple days for all their input!!
