Interesting idea. Don't know that it would be plauseable though because WDW has many more resorts than UO, that equals to lots more guest. I do agree with you about the Royal Pacific though! We stayed just after it opened and loved it. The only problem? Tchoup Chop wasn't open yet:( Another thing we noticed was that when we went(arrived the Friday after Thanksgiving at UO) there were NO crowds..we walked right on EVERYTHING! So....the advantage of staying and having unlimited FP at UO was pointless for that trip...oh well...we liked that we could take the water taxi to the parks and City Walk.
