I agree with your point that AP holders usually live close enough to WDW and visit a lot more often then traditional vacationers. I am an AP holder for the DLR and we go VERY often and sometimes we go on rides, other times we don't. That's the joy of being an AP. I don't think it would be fare to vacationers who don't visit often if DLR had EMH and AP holders were included as well. I can go back lots of time for gosh sake, they are only there for a week or two(most of the time). I think keeping EMH a resort guest only benefit is a great idea!
