You can be married, but as for housing I'm not sure for the college program. I am doing the international program (I'm Canadian) and I know for us, if we were to live off property we have to pay for our Disney-apartment as well as the off-property one. It may very well be different for the college program though, I would call up the Disney rep in your area and ask.
But the International program is - for the most part - the same as the US College Program, if you have any questions feel totally free to private message or email me
