yes, but if they don't have a Grumpy pin on their lanyard, there's not much you can do about it.
BTW, even though CM's have to trade with you, there is certain etiquitte to be followed.
1. Be polite.
2. Treat the CM as a person, not a pin dispensor.
3. No more than 2 trades per CM.
4. Grown ups can't trade on CM's green lanyards (for kids only).
5. Say please and thank you.
