This is because they needed to use the monorail as transportation more than an attraction, to shuttle people in and out of the park when crowds got really huge. (Which, during the 50th, was pretty much all the time! )
They also have been making one-way-only trips to avoid passing over the lagoon while it is being worked on. Making the one-way trips means that the monorail only has to pass BY the lagoon, and not actually over it, where guests could look in and see everything.
I don't know what to tell you about your past trips to DL, though, because it used to make the full circuit so there's a good chance you've ridden it over the DCA bridge!

AHHHHH, thank you Kim!!!! That makes sense 'cause I remember seeing all the other tracks last June but my Dad and I never thought to ask why we weren't riding over them. I figured it had SOMETHING to do with the Nemo constuction but I thought maybe it was just avoiding large construction equipment or something, 'cause the monorail tracks seem so low to me, like they'd get in the way. I am SURE I had to have ridden over the DtD/DCA portion of the monorail at some point in '01 or '03, I guess it was just so long ago I don't remmeber at all.
SO, when we stay at the Grand Californian this summer the closest spot to get the monorail is the DtD station where I was getting it last summer? I guess the most sensible thing is to get it from Tomorrowland whenever we are in the DL park & want to go walk around DtD or go to the DL Hotel for dinner, etc.
I can't wait, I am SO excited to go back to DL!!! I
