First off, you don't have to be staying at a Disney resort to be treated special on your day. All you have to do is wear the birthday button and eat in a WDW restaurant to get the full treatment.
Secondly, you get the birthday badge at guest services or city hall, not from walking up to a CM. But I would suggest buying a Guest of Honor name badge from the jewelers on Main St to get more birthday attention. If you're wearing your birthday badge and a name pin, they will all say "Happy Birthday ___ "
to you all day!
There are mostly character meals inside MK. So if you want something special and not with characters, then I'd suggest hopping on the monorail and going to one of the Deluxe resorts for a nice dinner. Check out what's at the Poly, the Contemporary and the Grand Floridian. There are tons of choices for nice restaurants.

And by all means, do go to Downtown Disney for some adult fun at night. You'll love it. The Adventurer's Club and the Comedy Club are my favorites.
