Secondly, you get the birthday badge at guest services or city hall, not from walking up to a CM. But I would suggest buying a Guest of Honor name badge from the jewelers on Main St to get more birthday attention. If you're wearing your birthday badge and a name pin, they will all say "Happy Birthday ___ "
to you all day!
There are mostly character meals inside MK. So if you want something special and not with characters, then I'd suggest hopping on the monorail and going to one of the Deluxe resorts for a nice dinner. Check out what's at the Poly, the Contemporary and the Grand Floridian. There are tons of choices for nice restaurants. Restaurant Dining Menus from Walt Disney World
And by all means, do go to Downtown Disney for some adult fun at night. You'll love it. The Adventurer's Club and the Comedy Club are my favorites.

Thanks very much for the advise I will defiantly take a look at all the stuff you suggested some quick questions if I may though first off if I did want to get a Guest of Honor name badge how much would that cost? Also if I do end up going to down town Disney to either the comedy club or pleasure island do you have to pay to get in? I would not know because the last time I was at WDW I was I think like 16 so not old enough to look into the older stuff.
I think what my mom ment when she said you can get more if you are staying at the resorts was like people would send balloons to your room or you would get complementary food or something like that. Again not to sure she read something like that out of a travel book and it was her reading not me so I am honestly not sure.
I really like the idea of going out to one of the nicer Disney Resort restaurants to eat. Just cuz I wanted to go by some of the big resorts and see their Christmas decorations anyway...so this will be like killing to birds with one stone. Oh quick question that I just thought of..if we did take the monorail out there to a resort and we had brought your rental car with us to park in the Magic Kingdom parking lot...can we get back there easily after we go out and have dinner (like the Monorail again or will we need to find another way back out to the parking area? lol just a thought don't want to be stuck with no way back the hotel at possibly 11 or 12 at night (I imagine it might be that late since we are staying til 10 at MK)
