From what I have read it is different. The hotels by DTD and the Crossroads center (Uno's, TGIF, grocery store etc) all lease the land from Disney. Flamingo is about selling the land to these companies. Disney would still have control on what the place looks like and what services are offered but they are selling WDW land - something Walt would have never done.
