It refers ONLY to the golf carts that were sometimes around, driven by cast membes, that could, at times, pick you up and cart you around the resort.

INTERNAL, meaning within the resort itself.

There have been NO CHANGES to the Disney Transport bus service that takes you between the resort and the parks. No changes to that AT ALL. :-)
