You have to charge rent to TRY to prevent abuse. At our local amusement park you even have to provide a doctors note that you need it in order to rent one. One year we went there was a family with 5 kids, they kinda stood out, that rented a chair. It was fall, so not horribly crowded so we saw them over and over all day long..........attempting at every ride to "wheel" to the head of the line!! But each time, OH, there was a different kid riding in it. At some point all those kids were running around. Blatant abuse. What if there was now no wheel chair for someone who REALLY needed it. There are options for cheaper rentals for those who need and plan.
I have a son with multiple handicaps, for the first time in 19 years we will need to request a GAC, due to changes in health. He has always been a trooper and I find it sad when overall healthy people try to scam and use a system.

My husband suffered Respiratory burns at work almost 4 yours ago. Due to the damage done to his lungs he can't be exposed to strong perfumes and colognes. While standing in lines the smells can trigger a strong response for him making it very hard to breath. We have always had his doctor write a note on his prescription pad and taken it to DL City Hall. The cast members have always given him a general assistance pass. I hope WDW is as considerate. It is amazing how much cologne and perfume some people wear. The last thing I want to do on vacation is call 911 because my husband can't breath.

I would also suggest that you get your GAC at City Hall in the Mk .. because for some reason .. the other 3 parks .. they seem less able to understand in our experience certain needs and do say "you have a wheelchiar it's automatic" which it is not. One thing I would like to add that has nothing to do with this but does have to do with powerchairs and I guess scooters too .. some rides ..speciall Thunder Mountian .. if they are running both trains ..you may have to go around twice ..and you may get some very dirty looks from people waiting to get on. this is because the CM's can not move an powerchair from one side to the other.. they can move manual chairs because they fold up.
