I know I have seen the "HOV. 2 plus" lanes on the highway before, but we just passed thru NC and saw them again. No one was on them- what are they for?

This is just a guess.....carpool lanes? 2+ passengers?

"High Occupancy Vehicle" lanes are basically for car pooling. States determine and post what the minimum number of passengers in a car is. In some states the HOV lanes are only open certain hours. I think that motorcycles are also allowed to use these lanes, but I don't know why.

We live in NC, and the HOV lanes on I-77 are reserved for cars with 2 or more passengers. I usually have at least 2 passengers, but I rarely use the HOV lane.
