We will be staying just outside of Downtown Disney in August. Can we drive over to DD and take Disney transportation to the other parks and if so is there a parking charge?

yes but it will be time consuming, and you won't make it to the parks for opening. There are no busses from DTD to the theme parks, you have to go to a hotel from DTD then transfer at the hotel to a theme park bus, boat or monorail depending on what resort you went to. DTD start at 8:30 in the morn however they start at the hotel so best case is you would see a bus pull into DTD at about 9am (park opening). there is no charge to park at DTD however this method is frowned upon and the reason there is no direct service to the theme parks from DTD.

One other thing to look at is most offsite hotels do run shuttle service at least to the TTC where you can transfer to any disney theme park you want. TO park at the theme parks is currently $7.00 and you will be given a parking vocher and can drive to any other disney theme park and park for free on that day.
