We stayed at the Residence Inn (actually really nice and you get free buffet breakfast every morning) once and saw that they allow dogs. You have to ask for certain rooms though.

I'm really not sure if they limit the number of dogs. I do know they didn't have a problem with my one big dog. I've seen several other people with big dogs, that is 90- 150 lbs., but can't recall seeing anyone walking a gaggle of little ones. You can take the dog on all the public walkways between the Hard Rock and the Portofino and out through the lobbies. I walked mine to the Universal globe and gates before park open, but didn't feel right taking him into City Walk. I wouldn't bring the dog to the pool. The hotel provides you with a bowl and mat to soak up the water, and a special do not disturb sign that says a dog is inside. They do require that you be able to show proof that all shots are up to date, and I'm sure it helps if the dog doesn't bark all the time. Lucky, mine's quiet.
