What is the Flamingo Crossings Project. A friend mentioned it to me, and it's definitely news to me.

It looks to be that Disney is selling land on the western edge of WDW to 3rd parties. They would allow 3rd parties to build shops, timeshares and even "value" hotels/motels.

So is the long-term plan that the section will be similar to the hotels on the Downtown Disney side that are on-site yet off-site at the same time?

From what I have read it is different. The hotels by DTD and the Crossroads center (Uno's, TGIF, grocery store etc) all lease the land from Disney. Flamingo is about selling the land to these companies. Disney would still have control on what the place looks like and what services are offered but they are selling WDW land - something Walt would have never done.
