Most of the characters we saw were in MK. We went on our second day from 9-3 then we went our last day from 3-4:45pm just before the parade.
The villains we saw at the Fantasyland Character Festival: Maleficent, Jafar, Prince John, Queen of Hearts and Cruella. The second day we saw Governor Ratcliffe (as well as some from the above).
We were waiting for Goofy and Pluto to return to their meet and greet out in front of the Barnstormer in Toontown Fair when we noticed a whole bunch of Characters down by the train station. Timon, Rafiki, Robin Hood, Sheriff of Nottingham, Pinocchio, Geppetto, Gideon and Foulfellow. We left our place in line and got pictures with all of them then returned to wait for Goofy to return.
Also, about a half an hour after the parade some characters started coming out of the castle and took up stations around the Hub. There we got to see Stromboli and the two mice (Suzy and Perla) as well as Pluto, Chip, Dale and Pinnochio.
Town Square, we managed to see Little John and the Country Bears.
My best advice for seeing different characters, return to the locations where you can see multiple characters every few hours or return the next day. One day in EPCOT in France we saw Clopin and Esmerelda and the next day we saw the Beast (who is HUGE by the way).

Thank you!! We have about 55 or 60 autographs in my DD's book and are looking for the hard to get ones to complete some collections. It's great to hear they were available!! :)

I saw what JimBob saw at MK (Toon Town). This past Monday. I didn't see Pluto. (He dodged me at Chef Mickey's too, I guess).
...and no I did not talk with Robin Hood.


Add Capt. Hook at the Pirates of the Caribbean, which I thought was interesting since Peter Pan's Flight was one world over. We saw Dopey on Main Street. Buzz in Tomorrowland. Genie at Aladdin's Carpets.

One of our favorite charactor meeting spots has always been inside the camera store to the right of town hall just after entering MK. We usually meet a princess and sometimes the dwarves. That was back in July of 2000 so I do not know if they still do that but it made a shy 2 year old boy fall for an older woman.
