There is a fee to sign up. BTW: I didn't know it but this card is now open to EVERYONE. The fee is discounted to AP holders and FL residents, but regular people can pay the full fee and get it.

I think the full fee for people who are not Florida residents or AP holders is $75. From what I have heard you can call and sign up and they will fax you a letter to take with you if you are leaving before the card arrives in the mail (it takes a few weeks).
