Best atmosphere award to a Counter Service goes to Yakitori House at Japan in Epcot. There is no prettier setting for a counter service except maybe the tables at Flame Tree in AK that line the water and give a great view of EE.
The food at Yakitori House is good too.

here are my picks
Mk peco bills or Columbia house or cosmic rays Epcot - lotus bloom cafe ( china ) the cantina ( mexico ) or Harry ramesdans fish company ( england ) I used to like the land but since they changed the menu have not tried it Ak - Pizza safari or Flametree ( have not tried Tuskerhouse ) MGM dont know dont usually eat here Beach club beaches and cream yum yum DTD - Earl of Sandwhich
