Are they gone for good?

We went to WDW in 1999 and 2000 and the seagulls were everywhere. They would dive-bomb you for your popcorn, we even saw a guy get his hot dog stollen right out of the bun! This last trip in June we didn't see any seagulls. Are they gone for good? HOW in the world did Disney get rid of them??
