It's 180 days before your trip. You can make them for up to ten days. There are a few exceptions, but not many.

You can make them 180 days out from your first day of arrival... and for ten days after that, I believe.

Yeah, that new loophole is great. It means you can now book all your reservations (up to 10 days worth) at once when your first day of vacation reaches the 180 day mark.
